Question 1. What is the process for submitting plans and the scrutiny fees?
Appoint an architectural professional registered with SACAP (South African Council for the Architectural Profession) to draw up your plans. All additions and alterations, no matter how minor require the prior submission of plans prepared by a registered Architectural Professional in accordance with the Estate ‘s Architectural Design Manual for the consideration and approval of the Estate Architectural and Aesthetical Committee (AAC). If there is any doubt, Architectural Professionals should contact the HOA for guidance before formally submitting their plans.
Submit your plans electronically to the HOA. All formally submitted plans will be recorded and presented to the AAC on the following Wednesday for scrutiny. Email the Appendix document along with the proposed building plans in pdf format and proof of payment to aco@outeniquasbosch.co.za.
Should the plans conform to the Architectural Guidelines of the Estate, the scrutiny period will be 3 days from date of presentation to the AAC, whereafter approval may be granted.
New Plan scrutiny fees to the HOA are R1650.00 per plan.
New Plan scrutiny fees to Konka are R6000.00 per plan.
Alteration Plan fee HOA: R1500.00
- Alteration Plan fee Konka: Smaller than 10sq/m : R 500.00
- Larger than 10sq/m : R 1 500.00
Question 2. What is the Procedure to start with building process?
Appoint your Building Contractor. Contact must be made with the OBHOA.
Administration when you are ready to proceed with construction in accordance with your approved AAC and Council approved plan.
Before construction can commence, the Construction Rules Owners and Contractors Agreement, which can be accessed from our website www.outeniquasbosch.co.za must be completed by yourself and your appointed Building Contractor and submitted to the OBHOA Administration along with proof of payment of the R15 000 refundable Builders Deposit and the NHBRC Enrolment Certificate.
Application for the installation of Electrical and Water connections and fees needs to be paid before construction can take place.
- Electricity meter: R4650.00
- Watermeter: R830.00
- Electricity deposit: R820.00
- Water deposit: R1220.00
Once the above steps have been attended to, a Certification to Build will be granted to facilitate their entry during the time of your construction taking place. Entry to the Estate will not be permitted otherwise.
Please take note that Building time for a new dwelling is 12 months from signing of the Construction Rules Owners and Contractors agreement.
Question 3. Why am I billed a monthly fee while in construction phase?
The owner shall as from the date of commencement of construction on the erf until the occupation date, monthly (pro-rated for any portion of the month) pay the construction levy of R1650.00 (or such other amount as may be prescribed) as a contribution towards the Association’s cost relating to inspections and administration regarding the development of the erf, which amount shall monthly be debited against the owner’s account with the Association.
